Please take notice of Park City Municipal Corporation’s (PCMC’s) intent to waive a competitive procurement process. PCMC Procurement Rule 5-3 provides that the competitive procurement requirements may be waived under circumstances where there is a reasonable justification and the waiver is in the best interests of PCMC.  The Procurement Official has determined that a waiver is appropriate for a contract for Command Central Evidence Plus and Watchguard Cloud Storage Solution in the amount of $78,754.14 to Motorola based on the information below:

Waiver Justification:

Awarding the contract through a Standard Procurement Process is impractical and not in the best interest of PCMC because procurement of the services is unlikely to produce competition. The waiver of this product is allowed under Park City Municipal Procurement Policy 5-3 (A)(2)(b) A particular Procurement Item is of particular benefit to PCMC in order to match existing equipment or facilities. 

The Park City Police Department employs Motorola Watchguard body-worn and vehicle cameras and adopting Motorola Watchguard’s storage solutions would ensure smoother integration with our existing equipment, enhancing digital evidence access and storage. This software would also allow PCPD to integrate their current license plate reader system, Motorola Vigilante to better share information.

Motorola is the only provider that seamlessly integrates with our existing records management system, Spillman, which justifies a sole source exception. Spillman is a critical system used county-wide, including dispatch services. Transitioning to a new records management system would disrupt our centralized resource structure with Summit County. Additionally, Spillman is widely utilized by law enforcement agencies across Utah, facilitating seamless information sharing between departments.
