NOTICE INVITING BIDS

RECEIPT OF BIDS: Sealed Bids from contractors for construction of the TRAILHEAD AT
LOWELL AVENUE project be received by 3:00 p.m. on July 22, 2020 by PARK CITY
MUNICIPAL CORPORATION, OWNER of the WORK, Attention: Logan Jones, PROJECT
MANAGER, at 445 Marsac Avenue, Park City, Utah 84060, and then at 4:05 p.m. that same
day and place will be publicly opened and read aloud. In the absence of the project manager,
proposals should be dropped off to the City Recorder, located at 445 Marsac Avenue, Third
Floor – Executive Department, Park City, UT 84060. Any Bids received after the specified time
will not be considered. Proposals lacking required information will not be considered. All
submittals shall be public record in accordance with the government records regulation
(“GRAMA”) unless otherwise designated by the applicant pursuant to UCA 63G-2-309, as
amended.

OBTAINING CONTRACT DOCUMENTS: The Contract Documents are entitled TRAILHEAD
AT LOWELL AVE. All Contract Documents will be available for download in electronic PDF
format beginning 10:00 AM, July 8th, 2020, at no cost (including specifications and half size
drawings). Adobe Software will be needed to view the documents. To obtain bidding

763-5100. Instructions on how to download will be provided. A hard copy will be available for
viewing at Park City Municipal Front Office at 445 Marsac Avenue, Park City, UT 84060.

DESCRIPTION AND SITE OF WORK: For the project known as the TRAILHEAD AT LOWELL
AVENUE, (hereinafter “Project”), the work generally consists of the construction of a 5 stall
parallel parking area adjacent to a Park City public road with a concrete sidewalk adjacent to
the proposed parking areas. This project also includes amenities such as decorative railing and
retaining walls, trailhead kiosk and seating area, site grading, and landscape restoration. The
project is outside the Park City Soil Ordinance Boundary and all excavated soils will remain onsite.

Bidders should familiarize themselves with related requirements that may impact construction
activities prior to preparing and submitting a bid.

COMPLETION OF WORK: All work shall be substantially complete by September 14th,
2020. All work shall be deemed complete by September 28th, 2020. Time is of the essence.

OPENING OF BIDS: The Bids will be publicly opened and read by the OWNER at 3:05 PM on
July 22nd, 2020 via GoToMeeting.

BID SECURITY: Each Bid shall be accompanied by a certified or cashier’s check, or bid bond
in the amount of five percent (5%) of the total bid price payable to PARK CITY MUNICIPAL
CORPORATION as a guarantee that the Bidder, if its Bid is accepted, will promptly execute the
contract, provide evidence of insurance, and furnish a satisfactory faithful performance bond in
the amount of one hundred percent (100%) of the total bid price and a payment bond in the
amount of one hundred percent (100%) of the total bid price.

ADDRESS AND MARKING OF BID: The envelope enclosing the Bid shall be sealed and
addressed to the PARK CITY MUNICIPAL CORPORATION. The envelope shall be plainly
marked in the upper left-hand corner with the name and address of the Bidder and shall bear
the words "Bid for," followed by the title of the Contract Documents for the WORK and the date
and hour of opening of Bids. The certified or cashier’s check, or Bidder's bond shall be
enclosed in the same envelope with the Bid.

It shall be understood, however, that no interpretations of the drawings or specifications will be
made except in writing signed by the Engineer, nor will any "or equal" products be considered
for approval prior to award of a contract.

OWNER'S RIGHTS RESERVED: The OWNER reserves the right to reject any or all Bids, to
waive any informality or technicality in a Bid, and to make awards in the best interest of the
OWNER. The OWNER reserves the right to reject any and all proposals for any reason.
OWNER reserves the right to change any dates or deadlines related to the bid submittal
process.
