January 18 Special Planning Commission Meeting Summary
At the March 2022 joint work session between City Council and the Planning Commission, the City Council directed Deer Valley Resort to continue to work on alternative site and circulation plans and consult with Planning Commission to gain their recommendation before City Council formally took up the applicant’s petition to vacate portions of Deer Valley Drive.
Last night, the Commission concluded its second work session review, with public input at both, and the consensus of the Commission was to forward a highly qualified favorable recommendation regarding feasibility of the proposed circulation plan to the City Council for its determination of the ROW. It is the jurisdiction of City Council to make a determination of the ROW vacation.
The Commission did not have to vote as this was just work session feedback.
The Commission also supported the Shared Mobility Lane design and did not favor another joint meeting with the City Council, but indicated they were willing to have another joint meeting if requested by City Council.
The Commission also provided several areas for improvement and requests of the City Council, Deer Valley and staff to further consider several aspects of the plan, including shuttle drop off location and design, additional opportunities to expand the use and drop-off capability of Deer Valley West and within proposed transit center, and increased partnership and contributions to achieve more direct bus route access to Deer Valley from high demand locations within the City and future satellite/regional parking areas. Exploring night skiing operations to disperse end of day traffic congestion and direct vehicle access to/from HW40 to mitigate the overall impact of the new development was also recommended.
Planning staff will coordinate a summary of all comments of the Planning Commission to forward to the City Council, in addition to the minutes and recordings from both work sessions which will all be available to the public. The next meeting at City Council has not yet been scheduled but is anticipated for February or early March. During City Council review, there will be additional opportunities for public comment, including a formal public hearing.

Afterwards, the Planning Commission will have several meetings to further discuss the details of the application related to the MPD amendment and CUPs. During the public hearings for those Planning Commission meetings, additional public comment will be taken.
