Park City Announces Two New Deputy City Managers  

Park City, Utah – Park City Municipal has named Heather Sneddon and Jodi Emery as its new Deputy City Managers, filling two key leadership positions within the municipal government. These appointments mark a strategic step forward in strengthening operations and supporting Park City’s long-term goals and initiatives. As Deputy City Managers, Sneddon and Emery will oversee daily operations, provide strategic public policy support to the City Council and City Manager, and collaborate closely with numerous department leaders, local residents and businesses, and area stakeholders. 

Sneddon, a distinguished and experienced lawyer, litigator, and real estate professional, will lead the areas of Housing and Economic Development, Property, Building and Planning, Engineering, and the City’s public-private partnerships, among others. Emery, a Park City native and seasoned administrator with experience across higher education, non-profits, and operations, will oversee Human Resources, Information Technology, Finance, Trails and Open Space, and other core city functions. 

“Filling these two positions simultaneously was a strategic decision to align each leader’s strengths with the City’s evolving needs,” said City Manager Matt Dias. “Heather brings a sharp legal mind and valuable private sector experience to the organization. Jodi’s depth in daily administration and operations makes her an excellent addition. They’re a great match to help deliver for the local residents, businesses, and staff of Park City.”

“I’m excited to welcome and get to know Heather and Jodi,” added Mayor Nann Worel. “Having their private sector and higher-ed expertise and passion for service will support our team, strengthen our professionalism and accountability, and help us realize our City Council and community goals.” 

Sneddon brings over 18 years of experience as an attorney and former president at Anderson & Karrenberg in Salt Lake City, where she specialized in complex commercial and business litigation, and intellectual property disputes. Sneddon’s experience encompassed both state and federal courts, and she is admitted to the U.S. Tenth Circuit Court of Appeals. More recently, she worked in real estate, deepening her understanding of local housing dynamics and redevelopment. She holds a J.D. from the University of Utah’s S.J. Quinney College of Law.  

“I’m interested in municipal work because it offers an opportunity to be creative, find solutions to complex issues, and truly lift the community,” said Sneddon. “In joining the Park City team, I hope to make a meaningful and lasting impact on a place that so many passionate people are invested in and is so highly regarded in Utah and around the country.” 

Emery most recently served as Associate Dean for Administrative Operations at the University of Utah’s University Connected Learning division. With over a decade of leadership in strategy, budgeting, marketing, and personnel management, Emery holds both a Bachelor of Arts in Communication and a Master of Public Administration from the University of Utah. 

“Throughout my career, I’ve been impressed by the meaningful and diverse contributions that operations and management make to support organizational outcomes,” said Emery. “When this opportunity arose to work for my hometown, I knew I had to pursue it. I’m excited to listen to and build relationships with Park City’s leaders, residents, and employees.” 

Sneddon and Emery will step into their new roles on April 21.
