The Engineering Department coordinates, reviews, and approves all private-funded public improvements initiated by the development community, from design through construction to completion. The Engineering Team works closely with the Planning and Building Teams to accomplish this task.

In addition, the Engineering Team reviews and manages many of the City's capital improvement projects. The Department's Public Improvements Inspector inspects all water line installation and work that occurs within the public right-of-way.

 

Park City Supplemental Standards and Specifications

The City has adopted the American Public Works Association (APWA) Standard Specifications and Plans as the standards for all construction and improvements in the public right-of-way. The Engineering Team additionally maintains and updat the City Supplemental Standards and Specifications to be used in conjunction with the APWA standards.

Traffic Impact Study Guidelines

The Traffic Impact Study Guidelines provide a framework for when a transportation impact study may be required for new land use developments or redevelopments in Park City. The required contents of the transportation impact study are also provided in these guidelines.

PUBLIC NOTICE OF PROPOSED WAIVER

REQUESTING DEPARTMENT: Public Utilities Department

Please take notice of Park City Municipal Corporation’s (PCMC’s) intent to waive a competitive procurement process. PCMC Procurement Rule 5-3 provides that the competitive procurement requirements may be waived under circumstances where there is a reasonable justification and the waiver is in the best interests of PCMC.  The Procurement Official has determined that a waiver is appropriate for a contract for water line replacement and appurtenances in the amount of $3,689,058.90 to Silver Spur Construction L.L.C. based on the information below:

WAIVER JUSTIFICATION: The Main Street Water Line replacement project presents significant risk to the City, businesses, and people walking and driving on the street.  Risks include, among other things, risk of financial loss, property damage, and risk of injury.  In addition, the complexity and sensitivity of the work presents many variables that can affect the project causing delays and increased costs which further increase the risk of the project.  Under the very competent management and supervision of Public Utilities, the proposed contractor was the contractor for Phase 1 water line replacement and proved to be a trusted partner in this project.  Contractor has completed 5 projects for the city in recent years and understands the unique challenges of working in Park City, especially on Main Street.  Contractor is available and is willing to hold their phase 1 bid prices, which were substantially lower than others in the public bid held on February 22, 2023. Keeping the current contractor for the next phases would convenience and be beneficial to the public, area businesses, and the city because of their familiarity of the project as well as their proven ability to deliver projects in this area within critical timelines. The contractor has also shown an ability and willingness to work with the public, city, and businesses to lessen the impact of construction.
