General Requirements: 

  • Funds will be allocated on a first come first serve basis at project approval while funds are still available.
  • Project area must be currently landscaped with a living, well-maintained lawn. If lawn has been killed or removed prior to a pre-conversion site visit, you are not eligible for this program.
  • Project area must be greater than 250 square feet.
  • Project area maximum reimbursement is $15,000 for a single-family residential customer and $75,000 for all other customer types.
  • Applicant must be in good standing with Park City Water. Unpaid water bills will disqualify applicants from the landscape rebate program.
  • Applicant must be participating voluntarily. Projects required by governmental codes are not eligible for this program.
  • Applicant acknowledges and verifies the lawn conversion project will not violate any applicable law, regulation, ordinance, zoning requirement, contractual obligation, or other legal limitation.
  • Applicant must be the property owner and have the legal authority to authorize the removal and replacement of the project area.
  • Applicant may not have received a rebate for this project area in the past.
  • Applicant agrees not to return a project area to lawn after replacing it with drought-resistant landscaping and receiving an incentive to do so.
  • Project should remove all lawn from the project area and replace it with drought-resistant and fire-wise landscaping. See Landscaping Requirements below.
  • Rebate checks will be made payable to the property owner. 

Property Requirements: 

  • Must be a privately owned commercial or residential property.
  • May not be agricultural land, golf courses, parks, or athletic fields. 

Landscaping Requirements: 

  • At least 50% of the converted area must be replaced exclusively with plants identified in Park City Municipal Code 14-15(d) as fire wise. The 50% vegetative coverage is intended to prevent heat islands, and to maintain the ascetics of the area. The remaining 50% can be non-vegetative cover such as wood chip mulch or additional fire wise vegetation.
  • Rock-cover should be no more than 20% of the new ground cover. We encourage the use of woodchip mulch for water retention on the landscape.
  • No fountains or other water features may be added to the property.
  • Artificial turf cannot be added to the property.

Irrigation Requirements: 

  • If irrigation is installed, it must be a drip irrigation system, with a WaterSense labeled smart irrigation controller. No spray irrigation is allowed.
  • Water reuse, either rainwater capture or graywater should be considered but is not required. 

2024 Landscape Incentive Program Process:

*Do not remove any lawn from existing landscapes until after your property has been approved by Park City Municipal Planning Department and program staff. Only lawn that is currently living and in the landscape at the time of the initial visit will be counted toward your incentive payment.

  • Participants log in to mywater.weberbasin.gov and copy savewater@parkcity.org to apply for the program.  Verify eligibility, check deadlines, and ensure funds are available.
  • Create a basic site plan/description of the project area (lawn to be removed, and what will go back in).
  • Participant will submit (basic) site plan, and irrigation plan, including plant list to Planning@parkcity.org for approval prior to the commencement of any work or turf removal*
  • Allow up to 3 weeks for applications to be reviewed and an initial site visit to be made by staff.
  • Participants will need to sign the Program Agreement which has to be notarized.  This can be done at the Park City Public Works office or can be emailed and printed by participant and notarized and returned to Park City Municipal Corporation (PCMC) .

  • Photos of each step of the process will be required. This includes grass before removal, grass removed, the irrigation system converted to drip, new plants installed, and the final product which includes mulch (bark or rock).
  • Participant will then return to savewater@parkcity.org  to request and schedule a final site visit once all the work is complete.  This site visit will be in person and must happen when water is still on for the season so that the irrigation system operation can be verified.  Homeowners do not need to be present, but all yard areas must be accessible to PCMC staff on the day of inspection. 
  • If approved, the participant will then receive the incentive payment of $3.00 per square foot for the area that was converted via a check in the mail. Payments may take 2-4 weeks to be processed.
  • This program has a 12-month completion time frame to receive the incentive payment.  If not completed in one year, the project will become ineligible for payment.
  • If upon completion your project is missing something to qualify, you will have 60 days to correct items and get it inspected again. 

PCMC staff will work with participants to make sure they are meeting all the requirements of the program and successfully completing the projects to meet the program objectives.
