SUMMARY of the DECEMBER 21 PARK CITY COUNCIL MEETING

IN THE WORK SESSION

Treasure Hill Joint Discussion between Planning Commission & City Council:Craig Call represented the applicant and reviewed three options to be considered in the settlement of this project. The Planning Commission favors Option C because of the location of the hotel and the buffer of the subdivisions between Old Town and the hotel. The Council members, as well as comments from the public, expressed support for Option C.

IN THE REGULAR MEETING

Staff Communications
Western Summit County Project Master Agreement Update: This agreement outlines water sharing by the following entities:
  • Weber Basin Water Conservancy District
  • Park City Water Service District
  • Mountain Regional Water Special Service District
  • Summit Water Distribution Company
  • Snyderville Basin Water Reclamation District
The master agreement defines how much water is needed by each party, when it is needed, infrastructure
required to move water to the needed areas, and the financing of the infrastructure and water. The current update reports no additional water needed for Park City for the next five years, with the potential of surplus water in years 6-10.

Council Approved
Council Continued the discussion of whether to elevate Social Equity to a critical priority to the Council retreat (Feb. 8/9). Beginning the last week in December through February 1, there will be an online community engagement forum on Social Equity to get additional public input on the topic.
During the meeting, Tom Horton offered public input, saying the city should craft the language carefully if/when promoting social equity to a critical priority. He supports social equity but considers it an outcome, not an activity or task.He suggested prioritizing major components of social equity, such as, for example, setting a goal for a living wage, behavioral health, and/or judicial processes.

Honoring Mayor Jack Thomas & Cindy Matsumoto

At the conclusion of the meeting, Mayor Thomas and Council Member Matsumoto were honored by representatives of Summit Land Conservancy, Utah Open Lands, Sundance, Park City Mountain Resort, Deer Valley Resort, Council members, staff, friends, residents and their families.
