Park City’s Appeal Panel is appointed by the City Council to hear appeals of Planning Commission decisions on Conditional Use Permits and Master Planned Developments and is established by Land Management Code Section 15-1-18(C). Members serve three-year terms on the three-member panel.

Park City Municipal seeks interested, engaged residents to serve on the Appeal Panel. Required qualifications include Park City area residency, five or more years of prior experience in an adjudicative position, and/or a legal or planning degree. Appeal Panel members must have the ability to:

  • Conduct quasi-judicial administrative hearings in an orderly, impartial, and highly professional manner,
  • Follow complex oral and written arguments and identify key issues of local concern,
  • Master non-legal concepts required to analyze specific situations, and
  • Absent any conflict of interest, render findings and determinations on cases heard, based on neutral consideration of the issues, sound legal reasoning, and good judgment.
