In 2014 Park City was issued Utah Discharge Elimination Systems (UPDES) permits for the discharge of water draining from the Judge and Spiro mine tunnels into McLeod and Silver Creeks. Water from both tunnels exceeds stream water quality parameters identified in these permits.
Due to the cost and complexity of bringing this water into compliance with UPDES permits, a Stipulated Compliance Order (SCO) was entered into between the Utah Division of Water Quality and Park City. The SCO requires that Park City develop and implement a plan to bring discharge into compliance by the year 2024 for the Judge Tunnel and 2033 for the Spiro Tunnel.
In addition, the existing Spiro Water Treatment Plant is aging and will soon need significant investment to keep it operational. While the existing plant consistently produces high quality drinking water, it cannot treat to certain parameters in the UPDES permits, and it lacks capacity to maximize available water from the combined Judge and Spiro Tunnel water sources.
This project will demolish the existing Spiro Water Treatment Plant and construct the new 3Kings Water Treatment Facility in order to:
- Improve water quality and reliability
- Increase water treatment capacity to maximize use of available water from Judge and Spiro Tunnels
- Increase overall City water supply resiliency and peak day capacity
- Meet UPDES permits and Stipulated Compliance Order (SCO) for Judge and Spiro Tunnel water discharges
3KWTP & Hwy 248 Transmission Line Project
- A new 16-inch HDPE potable water transmission line, replacing an existing 12-ince water line, located within SR-248 and extending from Wyatt Earp Way to Bonanza Drive
- A new 18-inch HDPE potable water transmission line, replacing an existing 12-inch water line, extending from the new 3Kings Water Treatment Plant (3KWTP) site to the existing Boothill water storage tanks
- A new 18-inch HDPE raw water transmission line located within SR-248 and extending from Wyatt Earp Way to the City Cemetery, continuing along a City trail corridor to a SR-224 crossing, then continuing across the Park City Golf Course to the new 3KWTP
- The extension of a 10-inch distribution line from Thaynes Canyon Drive to Hwy 224/248 intersection
- The existing 10-inch to 12-inch water transmission line will be replaced with a 16-inch pipeline to meet future capacity needs
- City Trails and crosswalk improvements within the Snow Creek area
The project bid amount is $8.2M
The project is scheduled to being fall of 2019 and be completed in the fall of 2021
WHAT TO EXPECT
Traffic control along Hwy 248 shifting lanes around work. Short water outages while existing lines are taken out of service and connected to the new transmission lines.
Western Summit Interconnect Project
- A 12-inch water line connection between Park City's water system and the WBWCD regional water system, generally located parallel to the south right-of-way line of SR-248
- A trail connection over the water line extending from Richardson Flat Road to the Park City Movie Studio
- Replacement of the existing Pace Homer ditch culvert across Richardson Flat Road to address constant maintenance issues due to collapsing and undersized pipe
The project bid amount is $551,000
The project is scheduled to being in September 2019 and conclude in April 2020.

ACTIVE WATER LOSS MONITORING IN UPPER DEER VALLEY
Public Utilities is pursuing reductions to our water and energy footprint by actively monitoring Upper Deer Valley for non-surfacing underground leaks from our water pipe network.
Approximately 20 sensors will be installed on fire hydrants in Upper Deer Valley. These sensors will measure pressure and acoustic noise in the system hundreds of times per second. Leaking pipes make noise that can be detected by these sensors. The data will be transmitted wirelessly to a software system that will analyze the data to identify where pipes are leaking. No impact to water users or the community is expected from these sensors.

2018 WATER SYSTEM IMPROVEMENTS
Public Utilities manages water system assets through a program that is intended to keep the water system operating at defined service levels while reducing risk and achieving the lowest life-cycle cost.
The 2018 Water System Improvements Project includes a number of identified water distribution system infrastructure deficiencies and is intended to address water service reliability (recurring freezing and failing water services), water service metering accuracy (meter replacements), and water system operation and maintenance issues (inoperable isolation valves), and water loss (identifying and repairing leaks).
The Project bid amount is $817,000.
The Project has been publically bid and a contract awarded to Daley Excavators. Work began in April 2018 and will continue through May 2019. Crews will work through the winter on interior projects. No excavations will occur during the winter shutdown (November - March).
WHAT TO EXPECT
The project consists of numerous smaller work items located throughout the City. See the Project Map. Customers should expect disruption in isolated and confined areas:
- Impacted customers will be notified a minimum of 48 hours in advance of any planned work in the adjacent street(s).
- Impacted customers will be notified a minimum of 48 hours in advance of any planned water outage. Water service shutdowns associated with the work are anticipated to be of a short duration (less than 2 hours).
- Any access to a property necessary to conduct the work will be coordinated well in advance of the start of any construction.
DEER CREST PUMP STATION AND TRANSMISSION LINE
Park City Council has identified Energy as a Critical Priority for the City. Public Utilities has identified improvements to the Jordanelle Special Services District (JSSD) to PCMC water delivery method as an opportunity to significantly increase Park City's water system energy efficiency. The project consists of two primary components:
- New Deer Crest Pump Station
- New Deer Crest to Bald Eagle Transmission Pipeline
The new Deer Crest Pump Station will be a buried cast-in-place concrete structure that is equipped with pumps sized to deliver flowrates ranging from 500 gpm to 1,000 gpm.
A new 12-inch diameter water transmission pipeline will convey the imported drinking water from the new Deer Crest Pump Station to Park City's existing Bald Eagle Tank zone. The new transmission line will be approximately one-quarter mile in length and will be routed along Deer Valley Resort's "Kimberly" ski run. The project budget has been established at one million dollars ($1,000,000).
Planning for the project began in 2016. Construction is scheduled to begin in June 2019 and continue through October 2019.
This project affords the following benefits:
- Reduces pumping demands between water tank zones by over 50%. This represents a total annual energy savings of approximately 1M kWh.
- Better utilizes the available storage capacity in the Bald Eagle Tank
- Affords JSSD an emergency connection from Park City's water to JSSD's water system.
