Park City Municipal Corporation is requesting proposals to complete an Active Transportation Plan for the City. The Plan will provide the City with an outline of areas where infrastructure improvement is needed, a project plan list, a timeline and budget to implement each project, and suggestions on how the City can encourage residents, employees and visitors to use active transportation throughout the seasons.
Please view the full RFP for more details.
Q&A Session and Clarifications
A Q&A session was held on Monday, March 24 to allow consultant teams to ask questions over Zoom about the plan. A recording of that session can be viewed here.
Here are a few clarifications that were made in that meeting:
1. The project budget is set but the scope is negotiable. The most important parts of the plan will be the public outreach and project list and map. If your team cannot complete all the specified deliverables within the $95k budget, please note that in your proposal and specify which deliverables you will complete.
2. Park City Municipal will supplement your public outreach team. We have a few employees in our public engagement team as well as a summer intern that can assist with outreach. The public engagement team is very experienced in connecting with our residents and businesses.
3. Proposals can include links. Proposals will be submitted in PDF form and can include clickable links in them.
4. Interviews of the top applicants will be held over Zoom before a consultant team is chosen.
5. Park City has access to on-site trail counter data and select StreetLight Data and on-site counts that you may use in your project. Though your project list and map decisions should be based on data, we do not expect robust in-person pedestrian and cyclist counts.
6. We anticipate to bring this plan to adoption late next winter. This will give the consultant team time to analyze Park City in the summer and winter months which are very different experiences on foot and bike.
7. If you have any other questions about the project, please reach out to Austin Taylor (austin.taylor@parkcity.org) via email and he will answer your questions publicly on the RFP page.
Emailed Questions will be responded to publicly below:
Under the Proposal Organization guidelines #7 there is a 1-page limit for project team experience with resumes to be located in the appendix of the proposal. Would you also like the project sheets in the appendix?
If you mean examples of past projects by "project sheets", then yes. You should include them in the appendix. There is no page limit for this, but we encourage you to showcase a few projects that are most relevant to Park City's context and this plan.
