Park City Council Meeting Summary March 5, 2020

SUMMARY of MARCH 5 PARK CITY COUNCIL MEETING 

At the March 5 meeting, Park City Council:

  • Discussed existing funding sources available to fund a new or relocated Senior Center. A new Senior Center was supported, as was utilizing existing funds within multiple, existing funding sources, as presented by staff. Council indicated the project would require the standard permitting/approval process to move through planning and design – a further expression of their commitment to the Seniors. Staff Report

  • Reviewed recent Community Development Improvements, as suggested by a community Permitting Task Force, including:
    • Software Refinements – ongoing modifications to increase usability.
    • Improved communication of applications status throughout plan review.
    • Application of amended Historic District Guidelines - Staff is applying the amended standards (adopted May 16, 2019) for windows and door glazing and siding materials for new construction.
    • Same Day Permits - building permits for small projects may be issued over the counter.
    • Training Classes and Conversations – bi-annual training classes for applicants and public. Upcoming training tentatively scheduled for March 21, 2020. Staff Report

  • Discussed Zero Waste Policy in response to an ongoing community’s desire to explore more aggressive waste-diversion policies that align with the City’s sustainability goals. Council and staff discussed the City’s current waste stream, best practices, and desired goals. Staff was asked to explore ideas, conduct additional County outreach, and return to Council for follow up. Staff Report

  • Discussed Net-Zero Building policy as part of the City’s goal to achieve 100% renewable electricity by 2022 for City operations and 2030 community-wide. Council discussed rooftop solar vs. utility solar, and the available options for upcoming City projects. Staff was directed to keep the policy in its current state, yet return on a case-by-case basis to determine the most viable solutions each time a new facility is brought onboard. Staff Report

 

  • Swore in Police Officers Josh Bowers and Ryan Dunaway, and Police Sergeant Clint Johnson.

 Swearing-In for Council Summary

  • Reviewed the Main Street Drop, Load and Staging (DLS) Zone program. On March 6, zones were consolidated to facilitate improved public safety, operations and efficiency. Staff intends to continue the DLS program year-round. Staff Report

 

  • Approved the Consent Agenda including:
    • Contracts for excavation and water system repair services with Daley Excavators, LLC ($1,000,000), JWW Excavating Inc. ($200,000), and Newman Construction, Inc. ($200,000). Staff Report

 

  • Discussed the following Old Business item:
    • An update on the Central Wasatch Commission. Council had several questions that require follow up regarding the financial reports. Staff Report

 

  • Approved the following Old Business item:
    • A Memorandum of Agreement (MOA) between Park City Municipal Corporation and Empire Pass Master Owners Association for historic structures funding.  Public comment was taken. Staff Report

 

  • Approved the following New Business items:
    • An amendment to the Land Management Code to comply with state and county requirements as it pertains to the 911 database. Staff Report
    • An amendment to the Land Management Code allowing for the reinstatement of the Historic Grants Program. Staff Report
    • A resolution authorizing the sale and issuance of up to $10,200,000 General Obligation and Refunding Bonds, which include $4M for the Armstrong/Snow Ranch Pastures open space purchase. Staff Report

 

  • Discussed the following New Business items:
    • An update on the 2020 Utah Legislative Session from City Manager.
