COSAC is a committee appointed by the City Council to help advise them on open space priorities and to aid in negotiations to acquire open space. This is the third such committee. Following the passage of a $10 million open space bond in 1998, COSAC I was formed. After those monies were expended, another $10 million open space bond was proposed and passed in 2002, and the City Council appointed COSAC II (or son of COSAC) to perform the same advisory function. The proceeds from that bond have now been largely expended, and a third, $20 million bond passed in 2006, so the City Council appointed COSAC III (grandson of COSAC). COSAC is comprised of citizen volunteers who have an interest and expertise in land preservation issues, recreation and open space. COSAC generally has 10 members.
