The Planning Division is located on the third floor of the Marsac Building (City Hall) at 445 Marsac Avenue. The Building Division is located on the second floor of the Marsac Building.
Both divisions are branches of the Executive Department and many of their functions are interrelated. However, the primary function of the Building Division is to review plans for conformance with the International Building Code (IBC) and enforce all LMC-related code issues. The Planning Division primarily reviews plans for conformance with the Land Management Code (LMC).
The IBC establishes minimum regulations for building systems using prescriptive and performance-related provisions that make possible the use of new materials and new building designs.
The LMC is a document, adopted by the City Council as part of the Municipal Code, that is designed to meet a number of goals including: implement the goals of the General Plan; promote the general health, welfare and safety of Park City inhabitants; protect and enhance the quality of life for Park City residents; protect and preserve peace and good order and aesthetics in Park City; protect the tax base; allow development in a way that encourages preservation of scenic vistas, environmentally sensitive lands, and historic structures; provision of well planned commercial and residential structures; provision of safe and efficient traffic and pedestrian circulation; and to prevent development that is susceptible to natural disaster.
The General Plan is a policy document designed to guide the future of ParkCity. The document contains the goals, policies, and action plans for Park City's future direction, community character, land use, open space, growth management, transportation, environmental, housing, community economy, parks and recreation, and historic preservation.
Park City has been divided into a number of areas called zoning districts. Each district is specifically addressed in the Land Management Code and uses (commercial, residential, mixed etc.) are spelled out along with requirements for construction. Each zone is unique and the Code is written to address the specific details of that area.
Most construction requires a building permit in Park City. If you have doubts or questions please contact the Building Division (435) 615-5102 and staff will be happy to assist you and answer any questions that you may have.
Each permit is different. Some can be done "over the counter" and take a relatively short time. Others may require that the project receive approval from the Planning Commission and/or City Council, which depending on a number of factors, can take a considerably longer amount of time. It is recommended that you contact staff well before your desired start date to discern what process or information will be required for approval of your project.
Yes. The Building Division has an inspector "on call" Monday through Friday from 8:00 a.m. till 10:00 a.m.; and, the Planning Division has a planner "on call" from 8:00 a.m. till 5:00 p.m. Monday through Friday. Yes. All Park City signs are regulated by the Park City Sign Code. This Code, among other things, regulates the size, placement, and materials used for signs on buildings and sites.

No. The Planning and Building Divisions enforce City adopted regulations. Enforcement of CC&Rs is solely up to the homeowner's association of each respective subdivision.
