Project Manager I/Special Events
Part-time non-benefitted – 20-40/hrs per week - $13.00 - $15.00/hr. DOE
Under the direction of the Special Events Coordinator acts as a City events liaison to private event promoters in order to coordinate City services including but not limited to Public Safety, Public Works, Parks, Streets, Transit, Building Maintenance, and the Building and Planning Departments. Handles film permitting process. Files and tracks event information, schedules City buildings for events and meetings, and maintains special events website.
Required: 2-5 years of event planning experience including event pre-meetings, logistics, planning & debriefing with staff and event organizers. Project management and supervision of all aspects of minor and major events. Computer literacy. Demonstrated supervisory and organizational skills. Ability to lift 40-50 lbs.
Position includes working outdoors for extended periods as well as evening & weekends. EOE

Under the direction of the City Manager, and with policy guidance from the Mayor and City Council, assists with the direction and administration of all functions of the City government, including Public Safety, Public Works, Library and Recreation, and the Executive Department. Performs a variety of professional, administrative, and managerial duties identifying, analyzing, proposing and implementing solutions to operational and departmental issues. Works closely with the City Manager and the management team to define, evaluate and accomplish strategic goals and objectives and executes successful strategies to create a sustainable organization and maintain a high level of organizational stability. Assists the City Manager in planning, organizing, and facilitating the activities of City teams. Provides complex staff assistance and analysis as necessary.
Assists the City Manager in identifying operational challenges and issues on a City-wide basis. Participates and facilitates the resolution of problems and issues between teams. Acts as a resource to management teams to plan, organize, and direct the activities of all City functions.
Develops and/or assists in the development and implementation of City policies, procedures, and objectives to assure efficient, effective, and consistent delivery of services. Provides additional resources, clarity and consistency as necessary. Identifies opportunities for service level improvement as needed.
Facilitates professional development of organizational plans, as well as that of City staff and teams.
Researches and makes recommendations to the City Manager on special topics.
Assists the City Manager, Council and staff to provide open, responsive and customer-oriented service to the community. Represents the interests of the City with the public, government agencies and community organizations.
Assists in the direction and coordination of legislative activities and policy development; analyzes and problem-solves complex legislative issues; and researches and frames legislative policy. Acts as a City Liaison for State Legislature and Utah League of Cities and Towns for City interests. Serves as staff representative to the monthly inter-agency meeting and other public entities in the region.
Assists the City Manager with the operation of the Executive office. Supervises operations of the Executive Department as assigned. Makes significant recommendations to the City Manager concerning the hiring, firing, advancement, promotion, disciplinary actions, and delegation of work assignments of personnel, teams, and contract service providers. Authorizes and makes personnel decisions in the absence of the City Manager. Directs the training and allocation of resources; sets performance guidelines/objectives and assures compliance. Approves time cards, payroll, vacation time, sick time, and other leave for Executive staff as assigned.
Acts as centralized management of City real property assets and leases.
Prepares the departmental budget and monitors expenditures in accordance with adopted Budget Policies. Fiscally accountable for keeping budget expenditures within Council approved levels, and developing, maintaining and adjusting as appropriate monthly and annual spending plans.
Monitors and analyzes City revenues and expenditures. Approves non-budgeted City purchases up to the amount of $10,000.
Actively participates in the preparation and coordination of the City’s strategic planning documents, including the annual budget, capital improvement budget, and other financial plans.
Attends various meetings such as council meetings, board meetings and community meetings as necessary.
Assists the Emergency Manager and emergency management group to maintain the Comprehensive Emergency Management Plan (CEMP) for the City based upon National Incident Management System (NIMS) standards.
Faithfully discharges responsibilities as defined in codes and laws.
Acts as City Manager in case of absence or incapacity of the City Manager.
Manages and/or direct City projects and/or tasks as assigned.

EDUCATION AND/OR EXPERIENCE
Required:
- Bachelors Degree in Public Administration or related field
- 5-7 years progressively responsible experience in a municipal administration as department head or Assistant City Manager or an equivalent combination of management and municipal experience
- Ability to obtain NIMS certifications
Preferred:
- Masters Degree in Public Administration or related field
- Personnel management experience
- Experience with emergency management functions
- Spanish speaking skills a plus
- Credentialed Manager, International City Manager’s Association
- Experience with State legislative processes
