Economic Development & Capital projects Department
The Economic Development and Capital Projects Department will oversee the implementation of the City's major capital projects including the Quinns Recreation Complex,  the Downtown Improvement Plan, Town Plaza, Police Station and Marsac Building Renovation.  Additionally, the Department acts as the facilitator of the City's current Economic Development Plan.

WALKABILITY STUDY

Landmark Design completed a unique plan for Park City. The purpose of the plan was to analyze the "walkability" and "bikeability" of the city and provide planning and design suggestions that improve walking and biking within the urban environment. The planning process included compiling a comprehensive inventory of bicycle and pedestrian routes and facilities, and documentation of community assets and facilities. A list of preliminary issues were then developed and ranked and placed into one of five tiers presenting how well they met walkability goals, based according to defined evaluation criteria.

The public played a major role in defining these issues through a telephone survey; a series of school, neighborhood, community, and public forum meetings; with input from City Staff, a Steering Committee and the Share the Road Committee. The result is a comprehensive system of improvement projects that are "doable" with resources available and without major shifts in public funding, and makes the pedestrian environment safer and easier to navigate.

Economic Infrastructure Projects

Downtown Improvement Plan

Phase II of the Downtown Improvements project is anticipated to begin in April 2007.  Phase II will consist of the following:

  • Town Plaza / Shell Space / Pedestrian Improvements - Swede Alley realignment, a potential post office remodel, and construction of an envisioned "shell space" building at the end of the new parking structure would be the early priorities of construction in 2007. Staff will continue to work with the US Postal service in the Summer of 2006 to find a win/win scenario on land use in and around the existing downtown post office location. This will determine the "footprint" of space that the Town Plaza will be designed to. It is anticipated that public input discussion related to the design would be in late fall of '06 or early winter '07. Final design would target a February 2007 completion and start of work in April 2007.
  • Marsac Building Renovation -The planned seismic improvements and mechanical system upgrades to the existing City Hall are being moved forward. For efficiency and logistical planning reasons, the timing of the beginning of the project is tied to the opening of the new Police Facility (November 2007).

Quinn's Recreation Complex

During the summer of '07, Phase I of the planned sports complex was completed. Finishing touches included the maintenance building, the concession and restroom building, finish of the parking lots, permanent bleachers, field lighting, and trails & sidewalk connections.

New Police Facility

The City began construction on a new Police Facility in July 2006. It is located just south of the Post Office, on the corner of SR 224 & Snow Creek Drive.  The building will be approximately 23,000 square feet and is anticipated to be completed in fall of 2007.  View sketches and site plan

Economic Development

  • Economic Development Plan - The City's Economic Development Plan is updated bi-annually by the City Council. The Action Plan Matrix represents the prioritization summary of their economic development initiatives.

Two prioritized projects are:

  • Market Assessment & Prospector/ Bonanza Redevelopment Plan - Preliminary efforts have been put into conducting a Market Assessment of our existing commercial districts. The intent of this study is to identify trends and market niches that are unrealized in the local resort economy. Additional efforts have been made to contribute to the General Plan updates currently underway by the Planning Department on the commercially zoned portions of town. It is anticipated upon completion of these policy discussions that this department may consider taking a more active role in promoting redevelopment friendly legislation.
  • Future Initiatives - As the market assessment becomes more polished, the goal is to have it be one piece of a larger data base of economic indicators that would be available at this location.
