The City Manager is appointed by the Mayor with the advice and consent of the City Council and is the chief administrative officer of the City. It is the City Manager's responsibility to manage, direct and coordinate the municipal services and business affairs of the City. The Manager is responsible for the enforcement of all ordinances passed by the City Council and directs the various departments in the execution of Council policies. In order to keep the Council advised of the needs of the City, the City Manager makes or initiates studies on a multitude of issues and presents to the City Council alternative recommendations and solutions. The City Manager also prepares and presents the annual budget to the City Council for its review and adoption.

Tom Bakaly was appointed City Manager of Park City in January of 2003. Since joining the Park City team in 1995, Tom has served in the positions of Finance Manager, Director of Capital Management & Budget, Assistant City Manager and Acting City Manager. Prior to coming to Park City, Tom worked for the City of Pasadena for seven years in various positions including Budget Director. Tom's experience with the management of large events in Pasadena such as World Cup Soccer, Rose Bowls and Super Bowls was of assistance to Park City as we prepared for the 2002 Winter Olympics. Tom's focus as City Manager of Park City has been on organizational design, the development of high performance self managed teams, performance measures and helping Park City become and continue to be the "Best Run Resort Town in the Country." |
Tom has a Masters degree in Public Administration from the University of Southern California, with a specialization in Public Financial Management. Tom received his undergraduate degree from The Colorado College, with a major in History. Tom is married to Pam Bakaly and they have a son named Henry who is 9 years old. Tom is an avid skier, fly fisherman and cribbage player.
