SUMMARY of the DECEMBER 1 CITY COUNCIL MEETING

Park City Municipal Corporation issues summaries of the City Council meetings as part of our efforts to be transparent and accountable to our residents, constituents, and larger community.

 


TROLLEY RIBBON CUTTING

Council, staff, and members of the public met to unveil the new trolley! The trolley runs on clean diesel, (a big boost to air quality) and is more efficient. It is as charming as its predecessor and will maintain its iconic presence as it travels up and down Main Street.

IN THE STUDY SESSION

Summit County Mental Health Services & Needs Assessment
Summit County Health
Director Rich Bullough presented the assessment. Mr. Bullough explained that a countywide survey determined that there are a shortage of mental health providers and gaps in coverage. This can lead to long wait times and high turnover among mental health professionals. There are also no residential treatment options. Mr. Bullough recommended that the city, county, and other institutions develop a coordinated strategic plan to achieve the following:

  • Educate and cultivate awareness of mental illness within the community
  • Increase capacity and access to timely treatment
  • Improve coordination of treatment between providers
  • Focus on building community partnerships
  • Address funding gaps


Mr. Bullough did indicate that active lifestyles can help combat depression and other mental health disorders, and commended Communities that Care
for their tools to help young people cope with their emotions.

Affordable Housing on the Current Senior Center Parcel in Lower Park Avenue

Staff, the architect, and associated consultants presented three schemes with varying density and total number of units. The majority of Council favored Option Two, which includes one apartment building with underground parking and three multi-unit townhouse buildings, for a total of 61 units. Per feedback from Council, Architect Craig Elliott said he could refine the design to further increase the density. Economic Development Manager Jon Weidenhamer said they would be issuing an RFP for design and construction and anticipated that construction would begin Spring of 2018.

WORK SESSION

Relocation of the Senior Center to a Shared Community Center at City Park

Mr. Weidenhamer explained that the current senior center is too small, and they want to relocate the programs to a better facility. Through studies and analysis, they determined that placing it in a shared community center at City Park would be optimal. Mayor Thomas said he liked the location of City Park, especially its proximity to the library. The team desires to begin the programming and design process now to accommodate a construction start of Fall 2018. (The seniors program is run jointly by the city and county: the city provides the facility and the county provides the meals and programming.)

REGULAR MEETING

During Staff Communications, Luke Cartin introduced Celia Peterson, the new environmental sustainability project manager.

During Public Input, two members of the public spoke:

Ā·        Rory Murphy thanked Council for matching funds donated to the Friends of Ski Mining History. Sally Elliott and other supporters were also in attendance.

Ā·        Bill Humbert expressed his concerns about taxes and conflicting goals in the city. He asked the city to collaborate with the county to align affordable housing targets with municipal taxes and ensure that middle-class tax burdens are not too onerous. 

The mayor thanked everyone for their support of the two transportation taxes and also acknowledged our collective sadness on the passing of UHP Trooper Eric Ellsworth, who died in the line of duty. His funeral was on November 30.    

Update on Possible Acquisition of the Southern Portion of 1251 Kearns Blvd. (known as The Yard)

Mr. Weidenhamer indicated that the $60,000 in earnest money to secure the parcel would ā€œgo hard,ā€ on December 9, and encouraged Council to express their concerns now, if they had any.  

Council also approved:

Ā·        A contract extension with Republic Services for trash and recycling collection for Main Street and nearby city facilities

Ā·        2017 annual insurance premiums for the city

Ā·        A resolution adopting the 2017 city property disposition list (properties owned or leased by the city)

Ā·        An ordinance approving changes (pursuant to findings of fact, law, and conditions of approval) to a plat for the Tram Tower Subdivision: 664, 672, and 698 Woodside

Ā·        An ordinance approving a plat that would change the lot line between 2636 and 2644 Aspen Springs Drive (which have the same owner)

Council continued the following item until the December 15 meeting:

Ā·        Public hearing regarding the second amendment to the re-subdivision for Goldener Hirsch Inn

  • A proclamation honoring the life and legacy of Stein Eriksen: December 11 will be declared "Stein Eriksen Day"
  • A Discussion of proposed changes by Rocky Mountain Power to net-metering calculations for solar power
  • Proposed Development of an Arts & Culture Master Plan
